Introducing StatPacket

StatPacket is a standard way to keep data and results of analyzing that data together.

Members of the International Mouse Phenotyping Consortium MPI2 group identifed a situation where multiple external groups were attempting to analyze a set of data and it was not clear how to query the API to obtain the original data.
